The Peace Diplomacy Awards is an initiative by the International Peace Diplomacy Corps, Inc. to spread the promotions of inclusive and sustainable peace development across the Philippines regardless of political affiliations and parties over the recent times. The Peace Diplomacy Awards, Philippines’ premier affirmation and highest honor to the victorious celebration of elected public officials, those from the government units of the Republic of the Philippines. The Peace Diplomacy Awards celebrates the excellent public administration and governance through the spirit of democratic ideals to human development.
Inspired from the will of Alfred Bernhard Nobel, a Swedish industrialist, inventor and armaments manufacturer, the Peace Diplomacy Awards promotes diverse fight for freedom within the expressions of (1) law and order; (2) good governance; (3) culture; (4) economy within the places of the Republic of the Philippines.
The Peace Diplomacy Awards honors the men and women who have demonstrated worthy contributions to the development of the Philippines anchored to international fraternity and solidarity for the cause of humanity. The Peace Diplomacy Awards wishes to raise awareness on the promotion of diplomacy in public governance and public administration. The Peace Diplomacy Awards promotes the cultural heritage of modern servant leadership and social transformation through the recent and current programs for the greater advantage of the Filipino people. The Peace Diplomacy Awards aspires to showcase the continuing excellence of Filipino elected officials for the international community and global society as respondents to the United Nations Sustainable Development Goals, Agenda 2030. The Peace Diplomacy Awards recognizes local public officials who champions the promotion of key pillars and pathways of the general purpose of the International Peace Diplomacy Corps, Inc.
Peace Diplomacy Awards was inspired from the Nobel Prize from those individuals who have offered the greatest contribution to peace and humanity. IPDCI Chairman’s second name, “Runtgen”, from Dr. Rey Runtgen Martin Leones del Rosario was derived from the first Nobel Prize in Physics, Wilhelm Röntgen, for his discovery of the X-ray. As the International Peace Diplomacy Corps, Inc. Peace Diplomacy Awards wishes to promote the culture of peace, the Peace Diplomacy Awards was first inaugurated in 2019. The said event received Presidential and Vice-Presidential commendations at that time.
Pomp and Circumstance is the official song of the IPDCI’s Peace Diplomacy Awards, Land of Hope and Glory. Over the years, the rhythm plays its melodies, the tune without lyrics was quickly use for various ceremonial march in the many corners of the world. As the song establishes its legacy, "Pomp and Circumstance" symbolizes momentous historical gatherings of the time. Despite contradictions, IPDCI wishes to showcase the ostentatious display of ceremonial grandeur among those Filipino elected officials who made significant impact reflective to inclusive and sustainable peace development.
The search committee of the Peace Diplomacy Awards 2024 will be composed mostly by the members of the diplomatic community accredited to the Republic of the Philippines. Their names will be revealed during the awarding ceremony. They will also award the honorees during the actual ceremony.
The search committee will evaluate the candidates based on the documentation submitted to the IPDCI secretariat after the validation. Names will be removed to uphold credence and honor to the award itself.
Peace Diplomacy Awards maintains the highest integrity and credibility as nominees will be judged based on the documented evidences and knowledge-management presented. Nominees may apply to more than one category, or any combinations from the individual and organization categories. Deadline of nomination and submission of documents is on June 15, 2024.
The Peace Diplomacy Awards welcomes individuals and organizations who are committed to transformational and innovative leadership. Those who are able to address John F. Kennedy’s monumental line “Ask What You Can Do For Your Country.” The recipients of the Peace Diplomacy Awards are dedicated to doing ordinary things extraordinarily well when it comes to leadership impact, community involvement, dedication to inclusion and sustainability and responding to democratic ideals by responding to the challenges of times and addressing inequities.

Mayor Lumen received scholarship trainings such as the Local Administration and Development Program at UP Diliman College of Public Administration in 1993. He also availed the Local Government Officers Management Program in Darwin, Australia sponsored by the Australian Aid Scholarship Grant through the Local Government Academy in 1996, thus, including the Municipal Leadership and Governance Program sponsored by the DOH Zuellig in 2015.
Mayor Lumen’s 27 years of service made him a resilient local chief in addressing the Post-Yolanda rehabilitation. Infrastructures and agricultural crops were given priority given its municipality’s geographical setting, recovered to a more progressive and vibrant economy in Leyte.
As Mayor Lumen concludes his final term as a local executive, La Paz, Leyte has a low crime volume, no signs of insurgency and declared a Drug Clear municipality last July 2018; a consistent recipient of the Seal of Child Friendly Local Governance from the DSWD Regional Office; Compliance to Disaster Preparedness including its status as a finalist to the Seal of Good Local Governance in the Leyte Region, on SGLG Conferment Qualifier 2017.
Vice Governor Revil serves as the Vice Governor of the Province of Masbate. She obtained her Bachelor of Tourism degree in the University of the Philippines Diliman and Juris Doctor degree in the Ateneo de Manila University School of Law. She served as a professional fellow under the Professional Fellowship Program of the Young Southeas

She served as a professional fellow under the Professional Fellowship Program of the Young Southeast Asian Leaders Initiative granted by the US State Department and managed by the American Council of Young Political Leaders as well as a fellow of Hanns Seidel Foundation.
Vice Governor Revil is an international speaker on leadership, good governance, and women empowerment, appearing before the United Nations and various local and international conferences. She also received numerous executive trainings like the Executive Education Strategic Legislative Management- Asian Institute of Management; Designing Sustainable Tourism Executive Program- Harvard University’s Kennedy School of Government Executive Education Program; Development Academy of the Philippines Foundation Course on Local Legislation; Singapore’s Lee Kuan Yew School of Public Policy; and, Federalism Course at the University of Fribourg-Institute of Federalism in Switzerland.
Vice Governor Revil initiated the Provincial Tourism Development Code of Masbate which led to increased tourists influx to the province and spurred local economic development. She pioneered the Climate Smart Summit in Masbate in 2017; authored and sponsored the Freedom of Information Ordinance; Smoke-free Ordinance. She recently received a US Embassy grant on tourism sustainability through the Youth of Masbate United for Sustainable Tourism (Youth MUST) project.

Under Mayor Esgana’s contemporary leadership, Santa Fe’s New Centralized Port Terminal, Negosyo Center, and the two-storey Public Market advances economic growth better today. This further led to the opening of the Land Transportation Office Santa Fe, Mayor Esgana was recognized by the LTO VII Regional Director. Economic infrastructures through the establishment of ATM Machines among others boosted the growth of the municipality convenient for local residents and tourists as the municipality sets for international hubs for conferences.
Mayor Esgana promotes tourism making his constituents capable of the technical skills education advancement imperative to the livelihood programs which prompted significant economic development of the municipality. Among the programs includes the popularization of organic farming, institutionalizing the standard septage and waste water to commercial establishments.
Mayor Esgana was commended twice by the Armed Forces of the Philippines Visayas Division Head Quarters during the 44th Founding Anniversary Celebration of the 3rd Infantry (SPEARHEAD) Division of the Philippine Army for his invaluable services rendered that immensely contributed to the successful accomplishments of the command mission towards attaining sustainable development and just and lasting peace in Central and Western Visayas by having the initiative on how to counter counter-insurgency/terrorism, being a leader in the community as a Local Chief Executive (LCE) and as one who initiated the task force with CAFGU/CAA Volunteers Army Detachment in Bantayan Island in May 2017.
Mayor Esgana was also honored by the Central Command, Armed Forces of the Philippines Central Command Headquarters for his invaluable support in successful implementation of the AFP’s advocacies and programs in the Visayas particularly in promoting Peace and Development in the area in November 2018.
